Why is Cap highlighted but not Mags?

When I choose BP and then IF, as third possible character is Cap highlighted but not Mags although both have the same colors?

Hm, that's a strange bug- Once you pick BP and IF, all characters with an active Red ability should be highlighted according to my logic. I'll look into it!
