Ability to automatically pre-assign work in static workload management mode

Is your feature request related to a problem? Please describe.
Using static workload management on a large project where not every annotator should annotate every document is inconvenient. The manager needs to click through all the document/annotator combinations that should be prevented to lock them.

Describe the solution you'd like
There should be a way to automatically assign documents to annotators in static workload management mode. The manager should say how many annotators are required per document and the assignment should then ensure that only so many annotators are able to access a respective document and the other annotators are locked out.

Describe alternatives you've considered
Dynamic workload mode may not be a suitable alternative either if the manager wants their annotators to be able to navigate freely through the documents assigned to them.
