Update DOI of Florabank

The DOI of the Florabank1 dataset (http://www.gbif.org/dataset/271c444f-f8d8-4986-b748-e7367755c0c1) is currently the DOI of the paper (http://doi.org/10.3897/phytokeys.12.2849). It would be better to separate the two.
Once this is done:
- Check if the link in the paper can be updated. This currently links to http://data.inbo.be/ipt/archive.do?r=florabank1 which is broken
- Update the DOI reference in the abstract of http://data.inbo.be/ipt/resource.do?r=planten-natuurpunt-occurrences
1)Was it not agreed that, when there is a datapaper, the citation of the paper should be used to cite the dataset. (off course this comes from an age where doi's were not issued on datasets.. But I would not change it.
I asked pensoft again for this, and the new link is already in the comments of the paper.
I would not mix with the natuurpunt dataset.
I think it still worthwhile to have a DOI for the dataset and one for the paper.
Regarding the Natuurpunt dataset: we only need a reference to the Florabank dataset (via its new DOI), there is no mixing.
The broken link in the paper is fixed.
