Create SAS occurrence mapping SQL

Some stats from UAT database:
- Total observations: 298.063
- Excluding boats: 295.708
- Excluding boats + no-observations: 286.224
Update on an old issue: SAS are now included in https://esas.ices.dk and published as Darwin Core to EMODNet/OBIS/GBIF via https://github.com/EMODnet/esas2obis. That repository contains the full DwC mapping as SQL.
