Dashboard dependencies should only be loaded if dahsboard is available

As Tim did it in extension calendarize lochmueller/calendarize@30eba79 we should also use a service.php file to inject dashboard dependencies only if the dashboard is really available.
This fix also the problem of errors on TYPO3 10 if dashboard is not added.
