Upload images from a local source to imgix

User Story
I have an image stored locally that I want to upload to image-manager and render.
Description
This would offload the processing of images stored on a developer's machine to imgix. This results in much lower build times and also allows the developer to take advantage of imgix's larger suite of transformations, better responsiveness, and best-in-class CDN.
Closing as there hasn't been much movement here but I have noted this feature in our backlog.
