On Demand Grading?

May be nice to have on demand grading either here or in a different service. Would need to talk to the other staff if they'd want this grade any time infrastructure.
On-demand grading should be completely separate from the API.
The API exists to run jobs, and there should be an intermediate service that handles contact between students and the API if we are going to allow on-demand grading at some point. Closing in favor of making another service to handle this use case if desired.
