Support CCE Node Data default encryption

Since OTC provider version 1.24.1, the data volumes can be encrypted. See https://github.com/opentelekomcloud/terraform-provider-opentelekomcloud/blob/devel/CHANGELOG.md#1241-june-17-2021

This should be utilized by our module.
