make does not re-build upon change (make: 'dist' is up to date.)

I checked out the branch associated with PR GH-439 and run make
but got: make: 'dist' is up to date.
I think it's missing to detect a change and re-build what needed to be built (even if it's the "dist")

It does not track changes. You can `make clean dist` to rebuild always.
I'm using make as a collection of scripts more than anything else.
