MPLS support

I just stumbled about the need for MPLS and thought about what part of the these knobs are within our scope.
I think enabling MPLS globally is left to the operator and we only add mpls-enable (like Cumulus) to the interface to write a 1 into /proc/sys/net/mpls/conf/<interface>/input.
If there are no strong opinions otherwise I'll craft up a PR these days.
