How to limit the network transmission speed

In our project, the OX100 camera is connected to the 100M switch. Due to the large network data flow at the moment camera sends the image, the network is congested and the packets of other devices are lost. Is there any way to limit the network transmission rate of the camera? Such as window-based or rate-based flow control.
Can you tell us where to config the Socket in the source code, we can try to modify.
