Need links to v2 and v3 RFCs

This is a real gap. Unfortunately, xml2rfc had the v2 RFC link but never got the v3.

Sure. At the time I complained about this to Lars, there was a link on the
xml2rfc page to rfc7749 but no link to RFC 7791 which was really annoying
given that the page supported both v2 and v3. Now, I have just looked at
the page again and it does have an obscure link to rfc7791 which hard to
see since the text is a statement in a later paragraph that the v3 spec
"has been published" (which happened five years ago). I may have missed
this but the way this was presented would have made it easy to miss.
Turning now to the author-tools replacement, there are now links to these
RFCs but they are hard to find for a different reason. In contrast to the
loquaciousness of the old page, in this page, the links are hard to see
because of an extreme condensation: the text of the link to RFC 7749 is
"v2" and of the link to RFC 7791 the text is "v3".
And if you and provide an example.
