Without subscriptions.json file it is not possible to restore blockchain from the last block in the snapshot

In case if you have a clean idena-go installation and restoring idenachain.db folder from the snapshot, you have to create an empty subscriptions.json file, otherwise the node synchronization process wont' start from the last block in the snapshot and you will get the error message cannot parse subscriptions.json err="unexpected end of JSON input"
