Bitrate problem

Hi,
I noticed that it is not possible to send video with sound when using the advanced options in OBS (stream). Only after changing to simple, everything starts to work (sound and picture). Unfortunately, in simple settings, assigning a selected bitrate, e.g. 15000, does not affect the birate sent by RTSP Server, i.e. then it automatically fluctuates between 1000-3500. In the advanced options, the bitrate works according to the settings.
Would there be any way to fix this?
I have the same issue, the audio stream is simply not present with advanced settings as attested by VLC and ffmpeg.
