Reorder not working

Description
In the instructions, it says to click and hold a habit, then without lifting the finger, drag it to the new location. This is not working for me. I click and hold, and the habit becomes selected/highlighted, but dragging still only scrolls through my list of habits without moving the original habit.
Steps to reproduce
- Go to main screen
- Click and hold a habit until highlighted
- Without lifting finger, drag finger up or down screen
- The habit does not move to a new location in the list
