Add a `about this blog` page

add such a page to explain xhat is this blog (i itself) versus the legacy iscsc website and why is the porject named blog.iscsc.fr while it is deployed at iscsc.fr --> it confuses new comers to the project/club
speak a bit of dev.iscsc.fr
