Changelog is out of date

As part of CII badging we do claim to have a changelog

https://github.com/hyperledger/ursa/blob/master/CHANGELOG
but it seems we've been forgetting to update it.
At the moment we are on version 0.3.5 on crates.io but the changelog only documents our initial 0.1.0 release.

Based on conversation during 26 Oct 2022 meeting, best solution would be setting up automatic generation of the changelog.
