[BUG] 采用supervisor restart服务时，如果配置了平滑重启，9502的长连接端口不会被kill掉，导致restart失败，报端口占用错误

Description:

怀疑是长连接本身是持续任务，所以不会被进程清理导致的

#6853 在研究如果利用supervisor进行平滑重启发现的。
