Why does Hunspell group prefixes/suffixes under one "label"?

I have a couple questions about Hunspell on StackOverflow, but not getting any bites, I think it's too remote from most developers' lives, so I am coming straight to you the source to see if you could help!
- Why does Hunspell group prefixes/suffixes under one "label"? For this I was wondering why not just have everything get its own label, what is the benefit / reasoning for this grouping mechanism?
I also have a slightly older question, which I think I've mostly figured out:
- What the CIRCUMFIX option

sign does in Hunspell? For this, the+
seems to be an alias tois:
it seems, and the all caps text after the+
seems to be arbitrary text used for perhaps debugging or something? I'm not sure how it gets used in the end, or if those are keywords (but they don't seem like built-in keywords). Please correct me if I'm wrong.
