Personal Dictionary Command Line Argument Not Respected

When supplying a personal dictionary through the -p command line argument, hunspell does not use it.

Instead, a new empty file named %USERPROFILE%hunspell_en_US is created in the user's home directory regardless of whether or not the user has specified a choice for a personal dictionary by providing the absolute file path to the dictionary as a command line argument.

Also, the Windows macro %USERPROFILE% is not being properly expanded either, so it becomes part of the dictionary name in unexpanded form which is clearly a bug.

Hunspell is the latest version (1.7.2) installed from the MINGW64 repository in the MYSYS2 project.
