CSV/Recon workflow

Basic initial workflow:

1. [Later] Download set of entities from Fibra (CSV file)
2. Import CSV file of entities into Recon
3. "Verify" in Recon
4. Download set of entities from Recon
5. Import into Fibra
6. Initially create new entities with proper labels and verification.
   2.[Later - adding verification property to existing entity]

This should all happen in the palette, IMO.
