If no clusters have been added, cluster monitoring dashboard throws an error

If we haven't got any clusters added on the cluster screen the dashboard throws an error.
If no clusters have been set up present helpful screen to user instead, stating "No clusters have been set up yet to monitor, please go to the clusters page and et one up to access this dashboard".
