Consider switching away from #room-names

Using fragments has a couple of problems:

• Browsers don't recognize it as a reload if we manually change the URL in the address bar and hit enter
• Discord won't properly generate embed links with the room name included

Migration:
We'd probably want to create a new path (separate from the existing /r/ for vanity rooms), maybe /watch) and add some client side redirection if users go to a link with a # in it
