AND, OR, XOR conditions

Any likelihood of implementing the following:
A virtual sensor or button to detect or control when

• 2 or more selected relays are all on AND
• any one of the selected relays are on OR
• only any one of the selected relays are on XOR
  For example turn on FAN and HEAT at the same time.
  If HEAT or COOL is on turn on the FAN
  Both HEAT & COOL can not be on at the same time. Maybe block or state change or toggle state change options. If HEAT is on the COOL can not turn on and vice versa. If HEAT is on when COOL turns on the HEAT goes off.
  The above is just an example. Could be used for a pair of opposing motors.
