Support for Cowboy 2?

Right now Chroxy is locked on Cowboy 1.x, which blocks updating to Cowboy 2 with Phoenix 1.4... guessing that could be relaxed to support both?
sounds good, happy to take a PR to update to cowboy 2.0.
