Install Hiptest-publisher with Brew

Is your feature request related to a problem? Please describe.
I'm not a Ruby developer and I don't have ruby env installed on my computer but I want to use hiptest-publisher
Describe the solution you'd like
I use brew install on Mac and Linux to install a lot of packages , so why not install hiptest-publisher with brew ?
Additional context
I did it :) , when the following PR will be merged, you will be able to install hiptest-publisher with : brew install hiptest-publisher Homebrew/homebrew-core#48387
