Voting with registration, but still can vote in other browser. Also in incognito modus!

I have set that only logged-in users can vote. Working ok. But when someone uses another browser and log-in, they can vote again! Also when they browse in incognito mode.
How to disable this?
Unfortunately I have not come up with a foolproof system to stop cheating. It is really hard to stop this. If you have any suggestions I am all ears as I cannot figure this out so far.
