Clearing cookie/ resetting browser

By resetting the browser/clearing cookie allows the user to vote over and over...
I would have this in rules and regs. Anything you could do?
Unfortunately, this is a very hard problem to combat. I have been working on a system but have not been able to perfect it as yet (it uses a person's browser fingerprint to track cheaters). I have thought about adding a captcha feature as well that could help with this (but this just stops bots).
If you have any suggestions I am open to about anything to try to stop cheaters.
Yea... i think just having it in description to let people know would be enough on your part...
Having something in the rules and regs of the contest, would be enough for most contests.
We used statcounter to track ip addresses on the page, then denied them. seemed to slow it down.
