Updated Sunflower VIA firmware

Hi,
I was wondering if this repository and firmware are still maintained.
I changed the firmware of Sunflower to latest QMK version and VIA V3, and added the encoder.

- I think your approach is probably correct. I was primarily focused on Remap, so I hadn't paid attention to VIA.
- I am neither a programmer nor an engineer. I'm also not familiar with the practices on GitHub. Please give me some time.

If you can rebase your branch on the latest QMK, I can create a pull request if you want.
