php bin/laravels reload 后多语言变更没有应用

   php bin/laravels reload 后 /resources/lang/*.json多语言的变更没有应用，我们语言包变更还挺频繁，每次都要重启才能生效

可能是新版框架对resource文件做了缓存，我看看代码实现吧。
