get direction data for start and stop of dot traffic data

Need to use mapquest to get geo data for the start and stop locations specified in the DOT data. THis is wha tworked for us:
<start_street_name> and <street_of_interest>, <city_name>, , "New York, USA"
Reassigning to myself. I wrote the script to pull it down, but mq only let me do so many. Going to split this into different issues. Closing.
