Migrate to Modular Boost

Boost has now officially moved to Git as its version control system. The sources have been organized into a master repository that integrates the various libraries as Git submodules. This system is called "Modular Boost". The Git repo is located here: https://github.com/boostorg/boost.
Currently we are tracking a Git repo that is not the official Boost repo. This inofficial repo is no longer updated. We should migrate to Modular Boost.
Switch to modular-boost occurred in commit 1b01202.
