ubuntu - improve deb packaging

Current situation:
- deb file and libs are provided as separate downloads
Ideal fix:
- one deb file and support ppa for apt-get install/update
The problem:
- warnings are produced while packaging deb file. using an ignore flag
- libraries compiled without version number for whatever reason
- deb file creates package named chromium-browser-beta but still uses ~/.config/chromium
