Improve step error message on workflow scheduling timeout

When the scheduling of a workflow times out, the output shown in the web interface for the first step is This step was cancelled because no workers were available to run <foo>. It would be good if this message was made more informative and communicated that the workflow scheduling had timed out, and that this is why the step was not run.
