nettle: overly restrictive upper bound on bytestring

As with #346, it seems to build fine with bytestring 0.12
I assume this can be closed now, https://hackage.haskell.org/package/nettle-0.3.1.1 has relaxed the bounds.
@clinty is maintainer now.
