Is the user_assigned_managed_identities supposed to be used to...?

create an image so when that image is used to create a VM that will have the User Assigned Managed Identity assigned? I created the User Assigned Managed Identity and then built the image to finally create a VM and noticed that the VM didn't have the User Assigned Managed Identity assigned.
