Append "i" to GitHub issue number command

Proposing to add an "i" before the hash symbol, so we end up with "i#32" to get DMPBot to post a GitHub issue in chat.

This would stop silly things with people/Kountdown/other bots using it :)

While this certainly would work, I'd prefer that all bots ignore each other.

This should stop creating channel links too though, so I don't really care either way on this one ;)

DMPbot ignores Kountdown, DMPBuildBot, Spacecore and Technicality now.
