Missing release in changelog for 20.3.0

- module version: 20.3.0
What are you trying to achieve or the steps to reproduce?
There aren't really any steps to reproduce other than version 20.3.0 is missing from the published changelog for the changes surrounding multipart payloads (#4425). While the changelog is correct for 21.3.0 on the Hapi website, it seems the other mentioned version is missing. This wouldn't have been that big of an issue if this wasn't a breaking change. Looking at the site code for the changelog, it looks like it's controlled via the project milestones else I would be happy to change this myself: https://github.com/hapijs/hapi.dev/blob/master/pages/resources/changelog.vue. Regardless of whether it's doable or makes sense, I was eager to bring this to your attention.
