initiate a call from API?

I know there's no voice channel or anything, but is there an existing way to have the bot place a call to a conversation through a sink / external trigger?
hangoutsbot doesn't provide this, no. From a quick glance, hangups (the Hangouts library we're using) doesn't either, so that would be the first port of call.
