From requester feedback, generating FX with WD ON might not help enough. Face expressions are still not playing with the exception of one or some mouth blendshapes.
My current suspicion is that CGE animator currently animates the blendshapes that are used by MMD worlds which could actively prevent them from being overridden. Will need to test

Confirmed:
- Layers needs to be Write Defaults ON
- Conflict prevention actively locks the blendshapes that are animated by the world
