Make optional to send message to matrix room

I believe it would be good for the developers. Not everyone uses Matrix, so they may not have the credentials. An informative message to console, a warning, would be nice.
No need to add an extra field in configurations, just see if there is a key error for the matrix configs.
Note: Need to implement logging first
