Clean Up This Repo

This issue is for discussion of the newly minted (Make a Tidy Repo milestone.
I'm cleaning up the overall h5bp organization, taking stock of everything and (in a couple of places) archiving old repos, The flip side of that is that I want to make sure that the popular and/or active repos are in good shape.
This particular repo is once again active and remains popular, so I'm going to focus particular attention here.
As I said in the milestone the goal is to clean up both the issue tracker and pull request queue. I am going to put in a good faith effort to resolve any issues and/or PRs successfully, but owing to the nature of the repo we may end up closing unresolved issues and unmerged PRs.
I will also be wearing my editorial hat 🎩
I think we did a good job over the year
