Incorrect shapes names for doubled and quadruple maps

For latitudes 60-76 maps doubled by longitude and quadruples for latitudes greater then 76.

Shape names for such maps must looks like:
Q-35,36
Q-36-007-A,B

Current output wrong and incorrect.
