Android O的应用crash和anr问题。

Samsung Galaxy A51 (a51) Android 10手机开启保活后偶尔会报startForegroundService() did not then call Service.startForeground()，从而引出ANR的问题，可能随着大量手机系统升级到O，后续可能出现的频类会增多。

只能调用hideNotificationAfterO改为false
