Remove "formatoptions+=croql" setting

I'm opening this issue to make you aware of current vim_dev discussion concerning the boilerplate

formatoptions+=croql

in the filetype plugin.

There's an initiative to remove this boilerplate from ftplugins because it is (as you remark in the comment) "arguably intrusive". Perhaps you would like to join in?

I am also quite happy to hear that you are the author the J runtime files; I have been curious about APL-esque array languages and was hoping to spend some time with J over the holidays.

So thank you for that as well.

As for J: It was also curiosity that made me spend a few weeks learning the basics of it. Consider the J runtime files a product of a short "basic support is better than no support" effort. If you find yourself having more ambitious plans for these files, please let me know.
