Generating JSON results gunrock/io naming conventions and tags

use better tags
why the test was conducted should go under tags.
include the branch somewhere in the JSON
master, dev, which branch it ran on?
allow multiple tags
--tag=x --tag=y that could output a [x,y] vector in tags
naming convention for directories
[# of apps]Apps.[operating_system]_[gpu]x[# of gpus]_[branch]
5Apps.ubuntu16.04_v100x1_master
or
[app].[operating_system]_[gpu]x[# of gpus]_[branch]
