Add code climate coverage report

Describe the solution you'd like
Add - cmd: curl -L https://codeclimate.com/downloads/test-reporter/test-reporter-latest-windows-amd64 > codeclimate-test-reporter.exe to CI pipeline then submit the report generated by LCOV or Cobertura to it, and set the environment variable.
