Set up contribution policies

People have started to express interest in contributing, so set up policies on how to handle that, regarding code quality, copyright, etc.
Hey, I could set up a basic CONTRIBUTING.md with the instructions to contribute (fork, pr, etc) and some common rules regarding issues.
I'd be happy to take a look if you sent a PR with a suggestion/starting point
