Improve README.md link to place where you can download the spec.

I read that EPCIS 2.0 spec has been released for public comment, but had a little trouble finding the spec. https://gs1.github.io/EPCIS/ just looks like a placeholder that links back to github.com. I found out you have to go to https://www.gs1.org/standards/development-work-groups/public-reviews#EPCISCBV_Public-Review-2021 download a zip file and it's in that. It would be great for others like me, if you could quickly state how to access the spec as a public reviewer in the README and describe the relationship between the assets in this repo and the finished product. Thanks!
