Create Documentation Site

Leverage Docusaurus and move the docs out of a single README and into a proper docs site on Github Pages.
Not going to use Docusaurus because it's incompatible with Tailwind, but I did move all the docs into /docs
Reopening this because I want to create a separate docs site and use Algolia to search.
Maybe Docusaurus will work after ripping out all Tailwind stuff in #26?
